We don;t promote ourselves well enough ;) But that is a RL problem in general.
Look despite soccers... sorry footballs... problems, they have one thing that RL does not have, and that is the nature of the game. In football you can still get a team of amateurs up against Man U and have a pretty good chance of knocking them off. The FA Cup showed this this year, and that is what brings the crowds, not how good the game is, its that there is an even chance to beat anyone.
In Rugby (both codes), the nature of the game, its physicality, speed, fitness means that a fulltime professional team that trains all week will destroy a jonny come lately team of amateurs. Its why the lower rounds of CC have been droping off as the disparity between the haves and hav nots is large. And look its just the way Rugby is, not sure its something we can change in these times of full professionalism. When was the last time an upset was in the CC? 1983 final maybe... I can't see a NL2 team like say Barrow (sorry Marv) come up against Leeds Rhinos and beat them.... not unless some miracle happens, the difference between a fully pro and semi pro team is that big.
Is this a problem... well that is for you to decide... but that is the difference between the two sports and that is the main thing that drags the crowds in.
