I am not sure I am the best person to ask about this, I am still learning much about the old and new English systems, but I think, thhis is purely my view of things, what it is doing is giving clubs a bit more stability, that they can sign on players on longer term contracts now and try and build up their home grown player base. People used to complain about the fact that the english would buy OS players, but in many ways they had no choice. A team like say Castleford (this is just an example), in NL1 had only about 100-200,000 pounds to play with and only alowed 2 foreign players in their quota (I think this correct), so they get promoted up to SL. Now in order to avoid relegation again, they would just go and buy as many foreign players as they could (upto 10 was the quota I think), the money goes into high priced OS players instead of into their club, Stadium and Juniors. If they did get relegated, then they need to ditxh the foreign players and start from scratch again and basically have a very ordinary player stock, so would take potentiall another 2-3 years to get to SL again.
Withe the franchise system, two things are happening, the OS player quota is being reduced, till I think in 2010 it will be only 3/25 of the playing squad in your books. The cap is increasing a bit, but most of all, because there is no threat of relegation juniors and local players can be developed, and the ESL is stressing that this is one of the main criteria a team is being assesed on.
Again these are my views and how I see things, someone in the UK may want to correct me where I am wrong.

Wanye bennett is headed to the saints druzik, sorry saint george that is , in sydney, close but no cigar. Tell you something though, i think he will improve crowd numbers down there, just his presense is good for the game. I think that daniel anderson is going to end up at the bronco's, nothing been said but he looks the best chioce to me.
Yes read that he's heading there, well they cant do any worse than what brown did. I think Brown was too nice a guy to be a coach. It will be a shock for the dragons with Benny in there. The thing about Kograh is that its a pretty small ground anyway even with the new improvements. I think its no bigger than 15,000, that's why having WIN in Illawarra is so integral, its about 22,000 there and the Hurstvill fans are willing to drive for the day to the gong (why wouldnt you its awesome doen there) and make a day of it. St George has always had the crowds despite the ground, they have some pretty zealous fans, one of the few really really well supported clubs in Sydney... it pains me to say that you know. ;)
