There are many smaller 3/4 nation tournaments being played around the world that involve the "minow" nations. One example the European Shield which involves Germany, Serbia and the Czech Rep. I had the great joy at attending two of these games this year. Germany v Serbia in Heidelberg and Czech's v Germany in Prague. These teams are made up of local players, however the German team does have 4-5 players they call upon from the english midlands comp, and believe me they have as much passion for their colours as any Kangaroo team. Some of these guys have fantastic skills and are as big in terms of their build (some of the serbians are very fit and well built guys) as some ESL and NRL palyers.
The PI's tend to have small tri nations and tours amongst them selves. Fiji and Tonga this year, Cook Islands and Tonga and NZ Maori have had test series in the past. Lebanon toured Serbia this year, There was the home nations 4-N , this is an A team tournament involving England, Wales, Ireland and Scotland, Wales won that. France is lookingt to join thi next year.
There used to be the Vicory cup involving England, France, Russia, USA, NZ and Serbia, the Mediteranean cup which had France, Morocco and Lebanon, maybe serbia one year not sure on that.
So the tournaments are there, its just that they need to be played with some sort of consistency. Personally I would love to see these be playes once every four years in line as the qualifiers to regional championaships like the European, Pacific and Atlantic Championships... actually on this front one of these has been put to the RLIF so we will see what the outcome is at the end of November.
